Housing Case Manager for Shelter to Independent Living (STIL) program

Tabor Community Services in Lancaster, Pennsylvania, is seeking a full-time staff person for our rapid rehousing program known as STIL. Tabor is a non-profit community benefit organization providing services that foster housing and financial stability in Lancaster County, PA. Tabor assists over 5,000 clients annually, has 50+ staff and an annual operating budget of $4.5 million. Tabor has served Lancaster County residents more than 50 years. Tabor’s mission: To help strengthen the Lancaster County community by giving people the tools and inspiration to meet their housing and financial challenges and by revitalizing our surroundings.

The Housing Case Manager’s primary functions are to provide case management and budget counseling to individuals and families experiencing homelessness in Lancaster County, and to continue to provide those services once the person or family obtains housing.

The Housing Case Manager will be responsible to:

  • Establish rapport and build relationships with those persons referred to the program

  • Conduct initial needs assessment, budget and housing plan with clients

  • Provide on-going case management while the household is enrolled in the program

  • Work collaboratively with other service providers engaged with clients

  • Complete timely and on-going data entry in the local Homeless Management Information System (HMIS) known as Empower Lancaster

  • Build and maintain relationships with other providers in the community

  • Build and maintain relationships with landlords

  • Connect persons on case load with Community Housing Solutions, a Housing Location program, to assist the household with locating and obtaining permanent housing

  • Transport clients as needed to assist them in achieving their self-determined goals

  • Attend Tabor and community meetings and relevant professional development events​


  • Associate’s degree in social work or related field required; Bachelor’s degree in social work or related field strongly preferred

  • Bilingual in English and Spanish strongly preferred

  • Preference given to applicants with a year or more of related experience

  • Flexibility and willingness to work with a team required

  • Ability to write and communicate professionally in English

  • Interpersonal skills to interact effectively with clients, staff of other agencies, and the general public

  • Training and/or experience in mediation and problem solving helpful

  • Well-developed interviewing and assessment skills desired

  • Experience using client management information systems in human services helpful

  • Knowledge of and experience in the homeless services field desired

  • Sensitivity to cultural and socioeconomic characteristics of populations to be served

  • Ability to represent Tabor in the community

  • A valid driver’s license and legal vehicle that is registered, inspected and insured
