Millersville University Student Attends THIS

First THIS, then law school.

Chuong Ly, a Millersville University senior, is working for the Pennsylvania Department of State as part of The Harrisburg Internship Semester (THIS) program for the 2016 spring semester.

The THIS program is a 15-week internship, sponsored by Pennsylvania’s State System of  Higher Education, that provides students with the opportunity to work in all areas of the state government including the executive and legislative branches, as well as with independent boards, agencies, and commissions, while earning a semester’s worth of credits.  There are 16 students participating in the program and they will attend several academic seminars and complete an individualized research project as part of the program’s requirements.

“I want to be able to learn from attorneys and partake in the judicial process while working for the Department of State,” said Ly. “Most importantly, I want to be able to give back to my community.”

Ly is  pursuing a dual major in government and political affairs and economics. He plans to attend law school and eventually become a district attorney and then become an appellate court judge.

More than 600 students from the State System universities have participated in THIS since the program began in 1989.  State System students interested in participating in THIS in a future semester may obtain information on the program by contacting their individual campus coordinator or their university’s cooperative or internship office, or by calling Jonathan Smith, resident faculty director, at 724-599-4314 or at

What does this mean for State System employees?

SSHE benefit eligible employees:

2.    If enrolled in an HMO at some point in calendar year 2015, employees will also receive a 1095-B form from the HMO insurer prior to March 31, 2016.

PEBTF benefit eligible employees:

1.    The State System will send employees a 1095-C form prior to March 31, 2016. The mailing date for the 1095-C form has not been established.

2.    The PEBTF will send employees a 1095-B form in early-mid February 2016.

What am I supposed to do with these forms?
Keep it for your tax records. You do not actually need this form in order to file your taxes, but when you do file, you will have to indicate on your return whether or not you and your family members had health coverage for each month of 2015. The 1095-B form and 1095-C form show if you were eligible and/or enrolled in health coverage. Since you do not actually need this form to file your taxes, you do not have to wait to receive it if you already know what months you did or did not have health coverage in 2015. When you do receive the form, keep it with your other 2015 tax information in case you should need it in the future to prove you had health coverage.
